Tashkent, Uzbekistan (UzDaily.com) -- The President signed the Law of “On plant protection” on 9 November 2023.

The document introduces definitions of basic concepts:

biological means of protection - beneficial organisms or their metabolic products used to combat harmful organisms of plants and plant products;

pests – any species, race or biotype of plants, animals or pathogenic agents capable of harming plants or plant products;

chemicals - chemicals used to accelerate the development, maturation, increase the yield and quality of plants, as well as improve soil fertility;

pesticides – substances used to control harmful organisms;

plant protection – a set of measures aimed at combating harmful organisms, etc.

The law establishes the powers of the following bodies in the field of plant protection:

Cabinet of Ministers;

Ministry of Agriculture;

Agency for Quarantine and Plant Protection (specially authorized body);

Committee for Sanitary-Epidemiological Welfare and Public Health;

Ministry of Ecology, Environmental Protection and Climate Change.

According to the document, state plant quarantine inspectors, within the limits of their powers, have the right to:

enter the territory of republican executive authorities, economic management bodies, legal entities and individuals in the manner established by law;

introduce mandatory instructions to eliminate and prevent violations of plant protection legislation;

carry out phytosanitary monitoring and forecasting, as well as state control over the implementation of plant protection measures in order to prevent the development and spread of harmful organisms, etc.

The law defines:

procedure for state control in the field of plant protection;

rights and obligations of republican executive authorities, economic management bodies, legal entities and individuals;

procedure for registration of chemicals and plant protection products.
