Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan has signed a decree aimed at protecting the rights and legal interests of entrepreneurs.

Starting from 1 January 2025, fines for individuals conducting business activities without registering as sole proprietors will be abolished. Additionally, administrative liability will no longer apply for violations related to the use of fiscal markings, non-compliance with digital product labeling rules, or concealing employee numbers.

A list of 41 government agencies authorized to oversee business activities has been approved.

Organizations not included in this list are prohibited from conducting business inspections. Authorized agencies must limit their oversight to areas within their jurisdiction.

All inspections of business entities must be registered in the "Unified State Control" system and coordinated with the Business Ombudsman, with the exception of desk tax audits.

Regulatory bodies are required to implement a "Risk Analysis" system, which will automatically categorize businesses into three risk levels: "low," "medium," and "high." Businesses with a low-risk level will not be subject to inspections.

Exceptions include inspections aimed at addressing threats to citizens' lives and health, public safety, environmental protection, and safeguarding the interests of individuals, legal entities, and the state. Such measures can be conducted regardless of the risk level assigned by the system.

For businesses classified as medium or high risk, inspections will be accompanied by preventive measures. These measures will include assistance to entrepreneurs in rectifying identified violations.

The Business Ombudsman’s office will organize mandatory training for regulatory agency staff involved in inspections. Each specialist must undergo training at least once every two years.

Starting from 1 March 2025, a mechanism for partial reimbursement of state fees will be introduced for citizens and entrepreneurs who settle disputes through mediation in court. The compensation will amount to 70% for cases resolved in the first instance and 30% for appeals and cassation proceedings.
