Uzbek President signs law “On Conflict of Interest”

Tashkent, Uzbekistan (UzDaily.com) – On 5 June, President of Uzbekistan Shavkat Mirziyoyev signed the law “On Conflict of Interest.”

This law was passed by the Legislative Chamber on 25 October 2022, and approved by the Senate on 1 June 2023.

The law applies to government bodies and local self-government bodies, state institutions, state unitary enterprises, state target funds, as well as joint-stock companies with a state share of 50% or more in the authorized capital.

The law defines key concepts such as an employee of a state body or other organization, conflict of interest, special unit for resolving conflict of interest, personal interest, and close relatives.

Persons connected with an employee of a state body or other organization are recognized as follows:

- Close relatives of the employee of the state body or other organization.
- A legal entity in which the employee of the state body or other organization and/or his close relatives own shares or stakes in the authorized capital.
- A legal entity where the employee of the state body or other organization or his close relatives are directors or members of the management body.

The Anti-Corruption Agency is designated as the specially authorized state body to regulate relations related to conflict of interest.

The Ethics Commission, which is established in each state body or other organization, is responsible for monitoring compliance with the legislation.

The law comes into force six months after its official publication.
