Uzbek President approves programme “The Year of Small Business and Private Entrepreneurship”
Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov approved a state programme “The Year of Small Business and Private Entrepreneurship” on 7 February 2011.

The programme was adopted in order to implement complex of measures on creation of favourable conditions for further development of small businesses and private entrepreneurship, filling internal market with competitive and quality products, creation of jobs and raise income, improve well-being of population. The programme was adopted in connection with the announcement of 2011 as the Year of Small Business and Private Entrepreneurship.

In line with the presidential resolution, the programme is directed at creating favourable business environment in Uzbekistan, further improving legislation directed at strengthening private property, ensuring it reliable guarantee, providing more business freedom.

The document will also envisages measures on decreasing state management functions and permission norms, eliminating bureaucratic barriers and obstacles, introducing market tools and mechanisms, ensuring access of small businesses to financial and raw resources, and state orders.

The programme stimulates measures on decreasing interference of the state and controlling bodies to financial-economic activity of businesses, simplifying procedures on creation and registration of small enterprises.

In line with the resolution, the Government of Uzbekistan will adopt measures on creation of favourable conditions, preferences and privileges on tax and other payments for small and private businesses, improving and unification of reporting system and submitting reports to financial, tax and statistics bodies.

The programme also includes measures on further improving mechanism and increasing volume of crediting of small and private businesses, first of all, loans for investment purposes, forming start-up capital, mid- and long-term loans for modernization and technological update of production capacities.

It is planned to attract foreign investments, including preferential loans of international financial institutions and private investments, to development of small businesses.

The government plans to create wide opportunities for development of small and private businesses in industry and organization of modern high-technologic capacities, as well as introduction of innovation technologies.

The Uzbek leader ordered to solve issues connected with expanding small businesses engagement in foreign economic activity, assisting promotion of products to regional and international markets.

The programme also pays attention to development of system on providing information and consulting assistance to small and private businesses, including in training and re-training of employees.
