Uzbek President approves a plan of practical measures to implement strategic reforms in 2024

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan signed a resolution “On priority measures for the implementation of reforms in 2024 in the main areas identified in the Strategy ‘Uzbekistan – 2030’”. 

The draft of this resolution was prepared by the Agency for Strategic Reforms together with the Ministry of Economy and Finance.

The resolution approved a plan consisting of a total of 78 specific measures to implement reforms this year.

As a result of the implementation of the action plan, 61 draft legal documents will be developed in 2024, including 16 laws, 26 decrees and resolutions of the President, 19 Government documents. In order to fully and efficiently implement these measures, a Coordination Group was created under the leadership of ASR Director Bakhodir Rakhmatov and Deputy Prime Minister – Minister of Economy and Finance Jamshid Kuchkarov.

In total, the resolution provides for 10 areas: energy, transport, telecommunications, urbanization, business and agriculture, macroeconomics, transformation of state-owned enterprises, tourism, green economy and innovation. For each area, small working groups will be formed, which are expected to involve more than 140 scientific organizations, university specialists and foreign experts. Information on the implementation of measures in each area will be provided to the President on a monthly basis.

In particular, in the macroeconomic area, it is planned to prevent the consolidated budget deficit from exceeding 4 percent of GDP, as well as to develop a public finance management strategy for 2025-2030.

In the direction of transformation of state-owned enterprises in the privatization process, it is envisaged to provide income in the amount of 20 trillion soums, as well as to put up stakes in 18 large enterprises on the international market for public sale.

As part of measures in the field of tourism, the “Tourist-Investor” system is being introduced, an updated concept of tourism is being developed in the Tashkent region, and new types of tourism are being approved. It is expected that a draft law will be developed to limit greenhouse gas emissions, research priorities will be determined, and a new financing system will be introduced in the field of green economy and innovation.

The signed document is aimed at promoting economic growth, increasing the efficiency of public administration, and improving the lives of citizens. The implementation of these reforms will help strengthen the position of Uzbekistan as a modern and competitive state in the world community.
