Legislative Chamber passed the law in the second and third reading and directed to Senate for consideration, Birja reported.

The changes and amendments to Air Code are introduced to harmonize some of its articles to requirements of national legislation, standards and recommendations of ICAO, Chicago and Warsaw Conventions, as well as to increase flight safety and quality of services to passengers.

In particular, the law adds article 37 to code, which will regulate technical maintenance of airplanes and it says said technical maintenance of airplanes can be conducted i line with certificate, issued by Air Administration of Uzbekistan.

The changes will also exempt aircrafts, which participate in search and rescue works, rendering humanitarian aid in emergency situations, disasters and airplanes of Ministries of defense are exempted from air navigation aid airport fees.

The law also introduces norms on responsibility of air carriers for transportation of luggage. In line with norms, the airlines will be responsible for luggage from receiving it to delivery to destination. This will allow airlines, including Uzbekistan Havo Yollari (Uzbekistan Airways) to conduct and develop its activities within international commercial alliances, interline and code sharing agreements.

New article “Rules of behavior of passengers at airplanes”, which allows airlines to set own rules for passengers on board. This allows to ensure flights security and comfortable services to passengers.

The law also introduces article on non-receipt and untimely acceptance of cargo or luggage. In line with Warsaw Convention, the luggage, which was not taken by passengers, will be handed over to airport and stored due to expenses of airline. Search of owner and delivery of luggage is also financed by the airlines. If the passenger does not request luggage within three months, it will be destroyed in line with set order. The luggage, delivered by foreign airline, will be stored seven days and returned with the same airline. Perishable goods will be destroyed after the first signs of spoilage. The law also introduces changes and amendments to other articles of the Code.
