Uzbek officials warned for failure in housing construction
Tashkent, Uzbekistan (UzDaily.com) -- The Government of Uzbekistan adopted a resolution “On measures on preparation of the programme on construction of individual houses on standard projects in rural areas for 2013”. The Government also issued warning to officials for failure in timely building and commissioning individual houses in rural areas.

The document said that the government adopted measures on speeding up and financing construction of individual houses in rural areas in June 2012 due to shortages in implementation of programme on construction of individual houses on standard projects, infrastructure objects and utilities for 2012.

In the result of adopted measures, preliminary fees for 227 billion soums were formed for construction of 8,510 individual houses. Tenders were held and 843 construction organizations were selected. The financial resources were allocated for construction works.

The document added that there were still shortages in some districts of Bukhara region, Syrdarya region, Tashkent region, and Khorezm region. The construction of houses is behind schedule.

One of reason for such failure is shortages in supply of timber and metal roofing products in the result of shortages in the work of the Ministry of Foreign Economic Relations, Investment and Trade of Uzbekistan (MFERIT) and Uzprommashimpeks in selection of vendors.

Qishloq Qurilish Bank and Qishloq Qurilish Invest fail to provide resources for construction of individual houses, coordination and organization of construction works of individual houses.

The resolution said that the Government warned a group of officials for their failure to ensure timely construction of individual houses on standard projects in rural areas.

The Government of Uzbekistan entrusted local administration to ensure commissioning of 8,510 individual houses on standard projects in rural areas by 30 November 2012. They should also ensure commissioning of utility services such as drinking water, electricity and gas.

Cabinet of Ministers entrusted the MFERIT and Uzprommashimpeks to supply timber and metal roofing products, necessary for construction of the houses.

The Government of Uzbekistan adopted a complex measures on development of the programe on construction of individual houses on standard projects in rural areas for 2013. The Government entrusted local administration to allocate lands for construction of houses.

Till 1 December 2012, local administrations should determine list of house builders and form preliminary fees in line with the requirements of the ADB.

Till 1 February, they should also held tenders for selection of building companies, which will construct individual houses on “turn-key” basis in 2013. Ministry of Economy and Ministry of Finance should submit proposals on financing construction of roads in rural areas.

Qishloq Qurilish Bank was entrusted to develop a draft resolution of the president on programme on construction of individual houses on standard projects in rural areas for 2013 in cooperation with other interested ministries and departments till 1 November 2012.
