Uzbek Government approves Tashkent development master plan

Tashkent, Uzbekistan (UzDaily.com) — On 24 December, the Government of Uzbekistan approved the master plan for the development of Tashkent until 2045.

According to the government decree, the master plan aims to ensure the consistent development of the capital, focusing on high-quality design of future buildings, taking into account the architectural appearance and infrastructure characteristics of the city.

Under the plan, Tashkent’s population is projected to increase from its current three million to 7.5 million people. The document provides for the creation of 10,000 hectares of new green areas, as well as the formation of a green belt around the capital covering 15,000 hectares. As a result of these measures, the area of green space per capita will increase from the current 3 to 8 square meters.

By the time the master plan is fully implemented, the city is expected to have 647 new streets and existing roads will be expanded by 140 kilometers. Special attention will be given to the development of public transportation. However, the document does not explicitly mention the return of trams, trolleybuses, and metro buses to the city, which, as previously reported, are not priorities for the city authorities.

The project includes the construction of new metro lines and the creation of intermodal systems for transfers between "car-bus" and "car-metro."

The city’s territory will be divided into conservation, reconstruction, and renovation zones, as well as areas with varying population densities, where building height regulations will apply. In the conservation zones, cultural heritage sites, historic buildings, monuments, and green spaces will be preserved.

The reconstruction zones will allow for additional construction based on detailed master plans. In the renovation zones, new buildings will be constructed on the sites of dilapidated housing and outdated buildings, with provisions for their renovation.

The development of the master plan was carried out in collaboration with leading companies from Singapore, the UK, Turkiye, Germany, China, and the Netherlands.

Tashkent Mayor Shavkat Umurzakov is required to submit quarterly reports on the progress of the master plan’s implementation to the Cabinet of Ministers. The Ministry of Construction and Housing and Communal Services has been tasked with publishing the key parameters of the master plan in an open-access Geoinformation system of urban planning cadastre.
