Uzbek Minister said the group should consist of the neighboring states with Afghanistan plus Russia, the United States and NATO. Norov recalled the Uzbek President Islam Karimov, who emphasized that implementation of this initiative would allow achievement of an accord both in and around Afghanistan.
Foreign Minister said the Afghan problem has no military solution. He added it is impossible to improve and radically change situation in the country without solving such urgent issues as reconstruction of Afghanistan’s economy, communications and social infrastructure, destroyed by war, without involving in this process of the Afghan people, without thoroughly considered and serious organized process of negotiations and achievements of consensus between the confronting parties, without strengthening of vertical power structure.
Norov said: “It is extremely important to pay full respect to the deep historic and ethno-demographic roots of the multinational people of Afghanistan, traditional values of Islam and all confessions. That should become the major conditions and a guarantee for the negotiations process.”
