Hsen-Bobi said in its complaint that it rents cistern car from Shortangaskimyo majmuasi to transport liquefied gas. The rent price is 43,000 soums per day and the agreement envisages to return cistern car within eight days. At the same time, Shortangaskimyo majmuasi levies fine equal to double-size rent price for three-day delay and after three-days, the fine size increases to three-time of rent price. The press service of the committee said that the enterprise abuses its monopoly position.

The committee carried out analysis of this market to clarify the situation. The analysis revealed that five enterprises in Uzbekistan render services on rendering cistern cars to transport liquefied gas. The volume of rendered services made up 996.01 million soums in 2008 and 1.123 billion soums in 2009. At the same time, the share of Shortangaskimyo majmuasi in the market exceeded 35% in 2008-2009. In line with the anti-monopoly legislation, the company holds dominating position in the corresponding service market.

The ratio of fines, levied from renters by Shortangaskimyo majmuasi, to income received from this service made up 98.6% in 2008 and 302.7% in 2009.

Top managers of Shortangaskimyo majmuasi and Uzbekistan Temir Yollari, as well as the committee, held a meeting to clarify the situation on this issue. It was said that high size of penalties cause discontent of the business entities. The committee issues a corresponding order to Shortangaskimyo majmuasi and Uzbekistan Temir Yollari on this issue.

At the same time, the committee included Shortangaskimyo majmuasi to the State Registrar of Enterprises with dominance position in the market.
