Unitel violates legislation of Uzbekistan
Tashkent, Uzbekistan (UzDaily.com) -- State Inspection on supervision in communication, information and telecommunication technologies of Uzbekistan stated that communication operator Unitel (Beeline trademark) is violating legislation of Uzbekistan.

The inspection said that it revealed that Unitell violated use of radio frequency spectrum and quality of rendered mobile communication services in the result of monitoring and analyzes of appeals, received from the mobile communication subscribers.

The inspection and the Center for electromagnetic Compatibility (CEMC) in December 2014 revealed violation of the order on use of base stations of mobile communication. The company used 90 base stations illegally. The inspection ordered Unitel to stop violation and stop use of base stations, which were not accepted for use. The company reported that it switched off these stations.

But the monitoring showed that Unitel continued illegally use two base stations in Kashkadarya region, violating legislative acts and requirements of license agreement on timely execution of orders of the controlling bodies. The inspection said that the operator provided incorrect information to the state body and deluded it.

The Uzbek body said that the company violated set order of rendering mobile communication service when on 12 February 2015, the accident occurred at 3G network in Almazar district of Tashkent region. The accident at 3G network led that outgoing call service was not available from 11:39 to 12:27 of that day.

At the same time, there were other complaints from subscribers. On 10 February 2015, the network error led to temporary delay of services on providing mobile internet packages and SMS-notification on provision of package to the subscribers, which led to unfounded withdrawal of money from accounts of the users.

The studies also showed that Unitel has poor control over activities of its employees. In particular, the employee of Unitel, using his position, switched of number of individual and illegally registered the number to other person. The employee was fired from his position.

The inspection said that Unitel has also problems with its billing system, which does not show some outgoing calls in call descriptions. Poor work on informing subscribers on changes of tariffs, order of providing services and forms of payments increased number of complaints by the subscribers.

The inspection stated that the operator has been using three line-of-sight channels in Samarkand region illegally.

The state body stated that the operator is not controlling work of its networks and in the result there is no communication in some areas for a long time.

In January-May 2015, number of complaints, received by subscribers, increased by 29.7% and 74% of them are related to quality of services, including coverage of network, share of unsuccessful calls, share of overloaded sectors, speed of data transfer, etc. The inspection said that activities on work with clients and elimination of shortages at Unitel are not at satisfactory level.

The inspection said that violation of legislation by Unitel is becoming systematical, which worries Inspection and it can undertake more tought measures.

Taking into account violations and non-execution of orders of the controlling bodies, the inspection issued an order to Unitel to eliminate all these shortages and adopt measures to comply with legislation of Uzbekistan, related to rendering of mobile communication services.

The Inspection also warned Unitel that non-execution of the order can lead to corresponding measures in line with the legislation of Uzbekistan.
