UNDP chief visits OSS in Sergili district
Tashkent, Uzbekistan (UzDaily.com) -- The UN Under-Secretary-General, UNDP Administrator, Helen Clark paid a visit to the One-Stop-Shop (OSS) under Sergili district administration of Tashkent city within her four-day visit to Uzbekistan. The OSS was opened at the support of the UNDP in Uzbekistan.

The visit to the OSS was aimed at familiarizing with the result of cooperation between the UNDP and the Government of Uzbekistan in introduction of information-communication technologies to public governance.

For last ten years, the Government of Uzbekistan achieved significant progress in development of ICT and reforming public governance to further develop socio-economic life of the country. One of key achievements is creation of pilot OSS under Sergili district administration of Tashkent city for approbation and further development of conceptual approach to introduction of the system on rendering public services to population on “single window” principle, taking into account local realities and use of modern ICT solutions.

Otabek Sodikov, governor of Sergili district, welcomed Helen Clark. Welcoming the guest, Otabek Sodikov said that creation of the OSS in Sergili district, where about 200,000 people live, helped to render wide range public service for population in one place and decrease number and time of applicants interaction with the officials.

Helen Clark talked with the visitors during her visit to the OSS and received information about advantages and convenience of the OSS. The visitors noted that earlier they had to visit each state establishment to receive certificates or permissions. People had to spend time in crowd to get necessary papers.

After the opening of the OSS, all information can be in one place and it takes less time due to introduction of electronic line system. They also were satisfied with terms created to disabled and elder people.

After the visit, Helen Clark highly rated cooperation of the UNDP and the Government of Uzbekistan in introduction of ICT in public governance and expressed satisfaction with the decision of the government to create similar OSS in all regions of Uzbekistan by the end of 2011.

Helen Clark supported the UNDP in participation of further efforts of the government in this direction as the UNDP and the Uzbek government agreed to create two OSS under the administrations of Jizzakh and Namangan within the project “Support in enhancing of Local Governance System and Participatory Governance in Uzbekistan”.

Sergili OSS has been founded in 2009 based on Memorandum of Understanding, which was signed by the Uzbek Agency for Communication and Information of Uzbekistan, Sergili district administration of Tashkent city and the UNDP.

Currently, the OSS has 14 departments, which provide over 44 public and interactive services. The OSS services are divided to such sections as social welfare, public education, culture and sport, housing communal services, healthcare, state registration of businesses, etc.

The OSS has processed over 25,000 applications of population so far and the polls showed that over 90% of service consumers were satisfied with the services.
