"It is not by chance that the Course is held in TSIL - IHL has long been part of the curricula at the institute", said the First Deputy Rector of TSIL, Prof. Ahmedov Davron. "We believe it is important to stimulate in youth an interest in IHL norms, which represent values that protect human dignity and promote humane relations among people. Moreover, it should be noted that TSIL students regularly participate in education programmes carried out by the ICRC. For instance, the TSIL team has performed well at the 12th Martens Moot Court Competition conducted on 14-19 April by the ICRC Regional Delegation in the Russian Federation for law faculty students from the RF, Belarus, Ukraine, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan."
The aim of the course is to provide basic knowledge of IHL to the participants who wish to further engage in studying and teaching the subject. IHL specialists and lecturers from leading universities of Tashkent as well as competent employees of the Regional Delegation of the International Committee of the Red Cross (ICRC) in Central Asia will deliver lectures during the three-day event.
The Course will cover all the main IHL topics namely protection of the wounded, sick and shipwrecked, and civilian population, IHL and international human rights law, status of combatants and protection of prisoners of war, non-international armed conflicts, IHL implementation and individual responsibility for violating IHL norms.
For more than 10 years now, parallel to an integration of IHL and humanitarian principles in educational Standards and curricula, a pool of Central Asian academic experts are receiving institutional training on international humanitarian law at ICRC’s partner educational institutions - potential centres of IHL expertise - to become regular advisors to the national authorities.
