The transport sector of Uzbekistan is being reformed

Tashkent, Uzbekistan (UzDaily.com) -- The President signed Decree "On measures for the effective organization of public administration in the field of transport within the framework of administrative reforms."

In accordance with the document, part of the functions in the field of transport is transferred to the private sector.

Under the Ministry of Transport, the Inspectorate for Supervision in the Sphere of Transport is being formed, which performs the functions of supervision in the areas of automobile, rail, water, electric transport, subways and road facilities. The Inspectorate has the right to:

consider cases of administrative offenses in the field of road freight and passenger transportation, railway, water, electric transport, subway and road facilities and apply administrative penalties;

stop motor vehicles for inspection at the posts for the control of freight and passenger transportation in case of violations of the rules for the transportation of goods and passengers.

Also, the document allows without the consent of the Business Ombudsman, without notifying him, as well as without the use of the "risk analysis" system (without interference in financial activities) the following control measures:

the Civil Aviation Agency under the Ministry of Transport - scheduled and unannounced inspections established by the standards of the International Civil Aviation Organization for the observance of flight safety in organizations and enterprises of civil aviation;

Inspectorate for supervision in the field of transport - control over compliance with the rules for the transportation of passengers and goods by road with raids in the process of transportation.

  At the same time, the Inspectorate for Supervision in the Sphere of Transport conducts checks on compliance with traffic and transportation safety, the rules for freight and passenger transportation in railway transport and the requirements of legislative acts at road construction facilities with the notification of the Commissioner for the Protection of the Rights and Legitimate Interests of Business Entities, without using the “risk -analysis".

Earlier, the Inspectorate for Control of the Agro-Industrial Complex was granted the right to conduct control measures as an exception without registration in the information system "Unified State Control".

In the embassies of Uzbekistan in China, Kazakhstan, Azerbaijan, Iran and Latvia, positions of an adviser on transport issues will be introduced.

The document states:

priority areas of activity of the Ministry of Transport;

the program of reorganization of institutions in the system of the Ministry of Transport and its organizational structure;

priority areas of digitalization of the transport sector;

"Road map" for a radical reform of the transport sector.
