The system for assessing the effectiveness of executive authorities to be improved in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- The Presidential Decree “On measures to improve the system for assessing the effectiveness of the activities of republican and local executive authorities, as well as business associations” was adopted.

According to the Decree, key performance indicators (KPIs) of the activities of heads and deputy heads of republican executive bodies and business associations, road maps for achieving them and the program of measures carried out by them in the regions will be approved by the Government.

In order to ensure timely and high-quality achievement of efficiency indicators and digitalization of the system for monitoring their implementation:
 
information on the performance of performance indicators will be entered quarterly into the electronic platform “samaradorlik.uz”, on which a rating of the performance of managers and their deputies will be formed;

Based on the amount of specific weight established for each performance indicator, performance indicators, if their implementation is less than 70 percent, will be

rated as “unsatisfactory”, from 70 percent to 85 percent “satisfactory”, from 85 percent to 100 percent – “good”, 100 percent or more – “excellent”.

According to the Decree, in order to increase the personal responsibility of managers for the implementation of performance indicators:

the amount of incentive payments to heads and deputy heads of republican executive bodies and business associations will be determined based on the results of assessing their performance indicators;

in relation to managers and their deputies whose results in achieving performance indicators at the end of the quarter are assessed as “unsatisfactory”, incentive payments for the next 3 months will be suspended, and the issue of applying disciplinary measures against them will also be considered;

Except for cases of failure to fulfill performance indicators for justified reasons, confirmed by the Presidium of the Cabinet of Ministers.

In relation to managers and their deputies, the results of achieving performance indicators at the end of the year are assessed as “unsatisfactory”, the issue of their suitability for their position will be considered.
