The state of work with international ratings and indices was discussed in the Senate

Tashkent, Uzbekistan (UzDaily.com) -- On 14 December, a regular meeting of the Republican Council for Work with International Ratings and Indices was held.

The meeting was chaired by the Chairman of the Senate, Chairman of the Republican Council for Work with International Ratings and Indices Tanzila Narbaeva.

The meeting was attended by members of the Council, representatives of ministries and departments, non-governmental non-profit organizations and media workers.

It was noted that the results of 9 international ratings of the socio-economic sphere, 10 political and legal spheres, which were priorities for our country in 2023, were announced. In particular, in the Corruption Perceptions Index of the international organization Transparency International, Uzbekistan rose by 14 points and took 126th place among 180 states.

In the Logistics Performance Index, Uzbekistan improved its position by 11 points and took 88th place among 138 countries. In addition, our republic’s indicators increased by 8 points in the Sustainable Development Goals Index, which ensured 69th place among 166 states. Our performance in the Index of Economic Freedom improved by 8 points, placing us 109th out of 176 countries.

During the event, the results of 2022 on the Territorial Law Priority Index were also discussed. According to the analysis, the best indicator was recorded in the Surkhandarya region (72.5 points), and the lowest indicators were recorded in Ferghana (66.3 points), Samarkand (66.4 points) and Bukhara regions (67.7 points).

If the indicator of compliance with legal acts in the regions achieved positive indicators (81 points in 2022, 73 points in 2021), then the overall results decreased in terms of indicators of Public control over the activities of local executive bodies (-15 points), Efficiency of crime prevention in regions (-5 points).

The meeting reviewed the implementation of Presidential resolution No. PP-246 of May 18, 2022 “On measures to ensure the harmonization of scientific potential and practical activities in working with international ratings and indices.”

Thus, draft medium- and long-term strategies were discussed that should be adopted for the accelerated development of areas and industries that are regularly rated low in structural indicators of international ratings.

In addition, the state of orders submitted for scientific grants for the development of projects to eliminate existing systematic errors in areas and industries by government agencies responsible for international rankings with low indicators was analyzed analytically and critically.

At the meeting, an exchange of views took place regarding the need to revise the system of working with international ratings due to the fact that certain difficulties in practice are created by frequent changes in rating methodologies, which are considered a priority for our country, and their temporary or complete cessation.

In addition, based on the fact that the Constitution stipulates that “Uzbekistan is a social state”, and social protection of the population is considered as the main criterion of our country’s policy and broad measures are being implemented aimed at ensuring environmental stability, the feasibility of working with the Social Development Index and Eco-efficiency index.

During the event, information was heard from the heads of relevant ministries and departments on the issues discussed, and tasks were identified to eliminate the shortcomings.

In particular, measures are planned aimed at improving our country’s position in international rankings related to the socio-economic and political-legal spheres, including improving Uzbekistan’s position on low indicators noted in the Global Innovation Index report for 2023.

At the end of the meeting, a corresponding decision was made by the Republican Council.
