The senators focused attention on the work done in the country to combat corruption

Tashkent, Uzbekistan (UzDaily.com) -- At the forty-ninth plenary meeting of the Senate, the next national report on combating corruption in the Republic of Uzbekistan was considered.

This national report is the second report presented by the Anti-Corruption Agency.

The report, presented by the director of the Anti-Corruption Agency, details the work done in the country in 2022 in the field of combating corruption.

In particular, to improve the area of anti-corruption, the country has adopted 13 regulations relating to this area, as well as 24 regulations aimed at reducing corruption factors as part of the implementation of reforms in the socio-economic sphere.

As a result, the Openness Index was introduced, aimed at rating the effectiveness of anti-corruption work in government bodies and organizations and assessing the effectiveness of ongoing work on openness.

Also, a project to prevent corruption risks “E-Antikorrupsiya” has been implemented in government bodies and organizations.

Responsibility has been established for violation of the legislation on the openness of the activities of public authorities and management. Thanks to these preventive mechanisms, the responsibility of government agencies to combat corruption has been strengthened, as well as their accountability to the public.

In addition, as part of the State Program for 2021–2022, special software has been launched, as well as the operation of the Call Center short number “1253”, which makes it possible to report cases of corruption.

The quality of government services has improved, unnecessary procedures that can lead to corruption have been reduced, and the number of government services provided electronically has increased.

In particular, the requirement for the population to submit 73 types of documents and information was canceled, and the number of documents submitted was reduced to 95 (43%) and 17 requirements and conditions stipulated by 6 licenses and permits were canceled.

“Road maps” for the implementation of the “Sphere without Corruption” project in the areas of capital construction, higher education, healthcare and public procurement, where corruption risks are high, were approved and ensured.

At the same time, the senators noted that some problems still remain in the area of combating corruption.

Despite large-scale preventive measures in government bodies and organizations, cases of corruption still occur.

In particular, we can note such cases as theft of budget funds related to public procurement, illegal actions in the process of allocating subsidies, illegal inspections by regulatory authorities of the activities of business entities.

In addition, according to the results of the rating assessment of the effectiveness of anti-corruption work, the activities of government bodies and organizations, including 20 local government bodies, were assessed as “satisfactory”, and the effectiveness of the activities of 27 government bodies and organizations in ensuring openness according to the Openness Index was assessed as low .

During the hearing of the national report, senators also discussed proposals for further improvement of anti-corruption legislation.

After questions and answers and discussion, a corresponding Senate resolution was adopted.
