The Senate of Uzbekistan rejects the bill on limiting greenhouse gas emissions
Tashkent, Uzbekistan (UzDaily.com) — The Senate reviewed the draft law "On Limiting Greenhouse Gas Emissions" during its latest plenary session.
During the discussions, it was noted that Uzbekistan has already taken steps to prevent climate change and mitigate its adverse effects. However, the lack of a comprehensive legislative and regulatory framework for reducing greenhouse gas emissions limits the country’s potential for effective international cooperation in economic, technological, and environmental spheres.
Senators emphasized the importance of developing a legal framework in this area in line with international agreements. The draft law aimed to establish a framework for managing carbon units generated from greenhouse gas reductions and to ensure systematic control over emissions. It also proposed defining the principles, foundations, and operational mechanisms of a system for monitoring, reporting, and verifying greenhouse gas emissions, as well as assigning property rights to reduced emissions.
However, during the discussions, senators identified several shortcomings in the draft law. They highlighted the need to revise the definition of "greenhouse gases" and to clearly delineate the responsibilities of local councils (Kengashes) and executive authorities in regulating emissions. It was also suggested that certain articles of the draft law be removed, and that the roles and functions of authorized state bodies in this field require more precise and detailed definition.
The senators stressed that the bill should avoid contradictions and issues in its application. Furthermore, it must comply with the requirements of the Law "On Anti-Corruption Expertise of Regulatory Legal Acts and Their Drafts" to eliminate potential corruption risks.
Following the discussions, the draft law was rejected, as it requires further refinement to address the identified issues and incorporate the proposed recommendations.
