The Russian government proposes to create a national product traceability system.

Tashkent, Uzbekistan (UzDaily.com) -- Deputies plan to consider the relevant bill at one of the next plenary sessions of the State Duma. It is proposed to amend the Tax Code of the Russian Federation.

The national system is being created to implement the Agreement on the mechanism of traceability of goods imported into the customs territory of the Eurasian Economic Union (EAEU). The system will establish general rules for the traceability of goods, as well as obligations and measures of responsibility of taxpayers performing transactions with them.

The system provides the following basic rules.

First, the Government of the Russian Federation is empowered to approve a list of goods subject to traceability, as well as establish a list of entities participating in the organization and functioning of the national system.

Secondly, traceability will be carried out on a documentary basis without applying control and identification marks to the goods. The batch registration number (RTPN) will be assigned. The RNPT of imported products will be formed from the data specified in the goods declaration.

Thirdly, in relation to goods imported from the EAEU countries and foreign states, the formation of the RNPT by the tax authorities is provided within one day from the receipt of the corresponding document.

Fourth, traceability ceases when goods are excluded from the list, as well as when they are sold to individuals for purposes not related to entrepreneurial activities. However, control will be resumed if the goods return to trade.

In general, according to experts, the creation of a tracking system will help counter the illegal import and circulation of goods. Analysts believe that the system will provide confirmation of the authenticity of goods, standardization and unification of procedures for accounting for their turnover in the Russian Federation.
