The role of the mahalla institution in society is increasing

Tashkent, Uzbekistan (UzDaily.com) — The third plenary session of the Senate discussed the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan."

Extensive reforms are underway in Uzbekistan to enhance the efficiency of citizens’ self-governance bodies, transform the mahalla institution into the closest people’s structure to the population, ensure citizens’ rights to unite in associations representing the common interests of community gatherings, strengthen its material and technical base, and further develop interactions with state authorities and civil society institutions.

The inclusion of the mahalla institution’s status in the Constitution of Uzbekistan signifies that the state’s social policy now begins not from the district or city level, but from the mahalla.

Over the past seven years, the state has prioritized improving the mahalla system. Analysis in this area reveals that about 100 regulatory acts have been adopted to enhance the system.

Senators emphasized the need to further improve the procedures for organizing and holding elections for chairpersons of citizens’ gatherings, as well as strengthening guarantees for the activities of elected chairpersons.

The proposed amendments and additions to the Laws "On Citizens’ Self-Governance Bodies" and "On the Election of Chairpersons of Citizens’ Gatherings" aim to address these issues.

The Law extends the term of office for chairpersons of citizens’ gatherings from three to five years and stipulates that those elected to vacant positions will also serve a five-year term. It also delegates the organization and conduct of these elections to the commissions of the Republic of Karakalpakstan, regions, and the city of Tashkent.

During the discussions, senators highlighted that the Law ensures the effective organization of activities for chairpersons of citizens’ gatherings and the commissions facilitating the elections.

The Law was approved by the senators.
