The results of the activities of the tax authorities for the first half of 2023 have been summed up

Tashkent, Uzbekistan (UzDaily.com) -- In the first half of this year, the main attention of the tax authorities was directed to assisting taxpayers in fulfilling their obligations through the Tax Assistant Institute, attracting additional reserves while continuing to digitalize the industry. This was reported by the press service of the State Tax Committee.

For six months, about 100 thousand business entities have been registered, the number of legal entities operating has exceeded 569 thousand, and individual entrepreneurs - 242 thousand.

The number of self-employed citizens increased by 688 thousand and reached a total of 1 million 600 thousand people.

285,000 hidden jobs have also been legalized.

Based on the Decree of the President No. 192 in order to support business entities and citizens:

1.7 trillion soums of fines were written off applied to 2,144 entities for overdue receivables on foreign trade operations;

also, about 502 billion soums of fines of individuals and over 476 billion soums of tax debts, penalties and fines of individual entrepreneurs were written off.

Another convenience for entrepreneurs is the change in the timing of tax payments. Taking advantage of this opportunity, more than a thousand entrepreneurs received the right to pay 614 billion soums of taxes in installments.

In turn, in order to increase the working capital of business entities, almost 9 trillion soums of VAT were reimbursed from the budget, which is 7% more than in the corresponding period last year.

As a result of the detection of errors and shortcomings by the Avtokameral pre-audit analysis system, 61,000 business entities voluntarily submitted recalculations in the amount of 5.4 trillion soums, thereby avoiding possible future audits.

If we dwell on the analytical data on tax audits, which became the reason for numerous discussions on social networks, it is worth noting that desk tax audits were carried out only by 3.1% of all entrepreneurs, and tax audits covered less than 0.1% of taxpayers.

As already noted, through the digitalization of the sphere, it is not the verification of business entities that is becoming widespread, but the institution of voluntary correction of errors and shortcomings by them before verification.

As a result of the activity shown by entrepreneurs in relation to measures aimed at supporting them and strengthening the financial position of enterprises and organizations, trade increased by 18% compared to the corresponding period of the previous year and reached 721 trillion soums.

The number of business entities using online cash registers increased by 7% compared to the same period last year and exceeded 175,000. They issued more than 405 million checks, and the total turnover reached almost 104 trillion soums. The volume of goods turnover using online cash registers increased by almost 40% compared to the same period last year.

As a result of the implementation of public control in the sphere of trade and services, the tax culture of business entities and the consumer culture of the population are increasing.

In particular, over 6 months, about 2 million consumers received 579.5 billion soums of cashback through the Soliq mobile application following the implemented practice of returning 1% of the purchase amount to citizens. More than 68,000 appeals about tax offenses were sent through the Tax Partner system. Of these, about 39,000 complaints were rejected because they were repeated and no verification was carried out in such cases. According to the facts of violations, confirmed during the tax audits, citizens were paid 13.5 billion soums of remuneration.

Also, as a result of measures to prevent illegal trade, alcohol and tobacco products without excise stamps, old-style excise stamps and fake excise stamps, without relevant documents and without labeling, were withdrawn from circulation in the amount of 1.2 billion soums.

The above factors, in turn, had a positive impact on tax revenues. Over the past 6 months, tax revenues in the amount of 76.3 trillion soums were provided to the budget, the plan was implemented by 101.8%, additional revenues amounted to 1.3 trillion soums.

As a result of measures aimed at increasing the independence of local budgets, tax revenues in Jizzakh, Syrdarya, Tashkent and Navoi regions reached a high level of growth compared to the corresponding period of the previous year.

High performance achieved due to the fact that:

revenues from income tax of local organizations increased by 21%;

income from property tax increased by 592 billion soums, from land tax by 516 billion soums;

an additional 3.1 trillion soums of income tax was received due to the legalization of the wage fund and hidden ones, as well as the creation of new jobs.

The increase in the wage fund also had a positive impact on the income of the Pension Fund, which increased by 26%.

Despite the reduction in the VAT rate from 15% to 12%, tax revenues amounted to 15.8 trillion soums, which is 36 billion soums more than in the same period last year.

During this period, the number of VAT payers increased by 184 thousand people, which is 16.4% higher compared to the corresponding period last year.
