The results of the activities of the Senate of the Oliy Majlis in 2023 have been summed up

Tashkent, Uzbekistan (UzDaily.com) -- At the forty-ninth plenary meeting of the Senate, the issue of the results of the activities of the Senate of the Oliy Majlis in 2023 was considered.

It was emphasized that over the past year, the Senate carried out its activities based on the priority areas defined by the Constitution and laws, as well as reflected in the Development Strategy of New Uzbekistan for 2022–2026.

In particular, a number of measures have been taken to improve legislative activity, strengthen parliamentary control, expand international and inter-parliamentary relations, promote the activities of local Kengashes, and increase the role of parliament in achieving effective dialogue with the people.

It is worth noting that this year an updated Constitution was adopted, covering priority areas of national development and embodying the noble principle of respect for human dignity.

The “Uzbekistan 2030” strategy, adopted on the initiative of the President, is significant in that it takes the initiated reforms to a qualitatively and meaningfully new level.

In light of recent updates, the importance and role of parliament, in particular the Senate, is also increasing. Thus, senators this year successfully worked in the regions and made their contribution to resolving pressing socio-economic issues.

In total, 91 laws were considered in legislative activities. The practice of systematic analysis of laws and the development of proposals for their improvement continued; based on the results of monitoring the implementation of a number of laws, law enforcement practice and the adoption of by-laws, the government was assigned corresponding tasks.

As part of parliamentary control, information from members of the government, government and economic management bodies, and heads of regions was heard 8 times at plenary sessions of the Senate.

The senators paid special attention to the socio-economic development of the territories and the study of issues that gave rise to justified complaints from the population. 17 problematic issues were brought up for discussion at the plenary sessions of the Senate, 9 of which were resolved positively. For the remaining 8 issues, measures are currently being taken to resolve the issues positively.

The Senate also took an active part in the social reorientation of the budget, including directing funds to solve vital issues that concern the population in the regions.

During the year, based on studies conducted by the Senate in the regions and proposals submitted to the government based on its results, budget funds in the amount of over 1 trillion soums.

As part of the control and analytical activities, Senate committees in the regions conducted about 80 studies and made appropriate decisions.

Prospects for cooperation were discussed at more than 200 meetings with representatives of foreign states, international organizations, international financial institutions and businesses within the framework of international parliamentary relations.

In order to develop bilateral parliamentary relations and cooperation, 10 meetings of interparliamentary groups were held. At the initiative of the Senate, 4 international events were organized.

To provide methodological and practical assistance to the activities of local Kengashes, training courses and seminars were held on an ongoing basis for deputies of local Kengashes.

In order to provide methodological support for the activities of local Kengashes, practical manuals have been developed on organizing parliamentary control over the execution of the local budget by local Kengashes of people’s deputies, as well as on parliamentary diplomacy.

In addition, under the leadership of the Chairman of the Senate, the activities of national structures consistently continued in a number of relevant areas, such as combating corruption, human trafficking and forced labor, women’s issues, ensuring gender equality, and working with international ratings.

As a result of reforms carried out in these areas, Uzbekistan’s position in prestigious international rankings, which were identified as a priority for our country, improved.

During the meeting, after considering the results of the Senate’s activities, the priority tasks of the upper house of parliament for 2024 were also identified.
