Tashkent, Uzbekistan (UzDaily.com) - The Presidential Resolution “On measures for radical reform of the railway transport sector of the Republic of Uzbekistan” was adopted.

According to the Resolution, by 1 January 2024, the following organizations will be created on the basis of Uzbekistan Temir Yollari and its enterprises:

JSC "Temiryulinfratuzilma" - to ensure the functioning of railway facilities, power supply facilities, signaling and communications, locomotive facilities, a unified dispatch center and freight stations;

JSC "Temiryulkargo" - for the provision of cargo transportation services, maintenance and development of the economy of freight cars and containers, organization of multimodal transportation "from door to door", the creation of logistics centers and terminals;

JSC "Temiryulexpress" - to provide services for transporting passengers on high-speed electric trains;

Temir yul vokzallari LLC - for ensuring the activities of stations, as well as Shahar atrophida yulovchi tashish LLC for suburban passenger transportation as part of Uztemiryulyulovchi JSC;

the Temir yul izhtimoiy hizmatlar institution - to carry out systematic work on the maintenance of children’s camps, healthcare facilities, cultural, educational and sports facilities.

From 1 January 2024, discounts provided on tariffs for local, export and import railway freight transportation will be canceled (with the exception of discounts provided on the basis of agreements with the railway administrations of two or more foreign countries), and a procedure for their provision will be introduced exclusively on the basis of resolutions of the Cabinet of Ministers .

Before 1 December 2023, a list of discounts provided on rail freight tariffs will be approved.

From 1 January 2024, the practice of state regulation of tariffs for the provision of freight cars and containers, transportation of passengers on high-speed and high-speed trains will be abolished, and a transition will be made to a mechanism for regulating them based on market principles.

From 1 January 2025, compensation will be provided from the State Budget for losses incurred from the provision of passenger transportation services on local routes (except for the transportation of passengers on high-speed and high-speed trains), as well as discounts on freight transportation services by rail provided in accordance with Cabinet resolutions Ministers.

Until 1 January 2027, zero customs duty rate will be applied to machinery and equipment intended for loading and unloading operations imported by enterprises engaged in the provision of railway transport services.

Until 1 January 2026, Uzbekistan Temir Yollari and the enterprises within it will be allowed to sell, lease, purchase and supply goods, as well as perform work (services) on the basis of mutual direct contracts.
