Tashkent, Uzbekistan (UzDaily.com) – A resolution of the President “On measures to further effectively organize the management of apartment buildings” was adopted.

The Council of Ministers of Karakalpakstan, the khokimiyats of the regions and the city of Tashkent were instructed to make a decision within a month to provide the owners of the premises of apartment buildings (MKD) with land plots adjacent to the apartment building, with certain boundaries on the basis of the right of permanent use.

From 1 January 2024:

certification of transactions related to real estate in MKD is carried out by notaries after checking the absence of debts of the corresponding owner for mandatory contributions or payments through the information system of the Ministry of Construction and Housing and Communal Services;

the minimum amount of mandatory contributions or payments for the maintenance, operation and repair of common property, as well as the improvement of the land plot adjacent to the MKD, is established by the Ministry of Construction and Housing and Communal Services.

MKD management bodies are allowed to collect waste generated as a result of agrotechnical processing (branches, branches of trees and shrubs, leaves) and waste generated as a result of land clearing at household waste collection points or in special places agreed with waste removal operators. Wherein:

payment for the services for the removal of these wastes is charged as a single payment in addition to the mandatory payments established for the services for the collection and removal of municipal solid waste;

collection of waste generated as a result of agrotechnical processing (branches, branches of trees and shrubs, leaves) and waste generated as a result of cleaning the territories adjacent to the MKD, and their removal to household waste collection points or delivery to agreed special places is fully carried out by the authorities MKD;

Waste removal is carried out by operators in agreement with the MKD management bodies on the basis of a schedule.

Organization - the developer attracts a managing organization to manage the completed construction of an apartment building. MKD without an established managing organization are not accepted for operation.

The Ministry of Construction and Housing and Communal Services approves the minimum list of services and works necessary to ensure that the common property in the MKD is maintained at the required level.

The resolution approved:

Composition of the Working Group on organizational and legal support for the implementation of the renovation program in the Republic of Uzbekistan;

"Roadmap" for the further effective organization of the management of apartment buildings in the field of housing and communal services.
