The Law on alcohol and tobacco: What changes will happen in Uzbekistan?

Tashkent, Uzbekistan (UzDaily.com) — The third plenary session of the Senate of the Oliy Majlis considered and approved the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan in Connection with the Improvement of the Alcohol and Tobacco Market Regulation System."

In recent years, Uzbekistan has been undertaking a consistent effort to streamline the alcohol and tobacco market and strengthen government control over the circulation of these products.

At the same time, with the improvement of the work of the Inspection for the Regulation of the Alcohol and Tobacco Market, which operates under the Department for Combating Economic Crimes of the General Prosecutor’s Office, there arose a need to clarify its powers in the legislative acts.

The adopted Law introduces amendments and additions to the laws "On State Fees," "On Licensing, Permitting, and Notification Procedures," and "On the Restriction of the Distribution and Consumption of Alcohol and Tobacco Products." These changes clarify the functions of the Inspection and regulate the procedures for market participants’ interactions with government authorities.

According to the innovations, a deadline is set for the annual payment of state fees for licenses issued for the production of consumer and technical ethyl alcohol, alcoholic beverages, and wholesale trade in alcoholic beverages.

The Law also provides for the possibility for legal entities to engage in wholesale trade of beer and beer drinks by submitting a notification to the authorized state body. A similar procedure is introduced for wholesale tobacco product trade. For retail trade of tobacco products, a notification to the tax authorities is required.

Senators noted that the new Law aims to create an effective control system in the production and sale of alcohol and tobacco products. Its provisions help prevent the illegal circulation of products, foster a competitive environment for businesses, protect consumer rights, and standardize law enforcement practices.

The Law was unanimously approved by the members of the Senate.
