The law liberalizes criminal liability for minors

Tashkent, Uzbekistan (UzDaily.com) -- On 14 December, before the next plenary meeting of the Senate of the Oliy Majlis, a meeting of the Committee on Youth, Culture and Sports was held.

The meeting was attended by senators, senior officials of ministries and departments, experts, as well as members of the relevant standing committees of local Kengashes, as well as representatives of the Youth Parliament.

During the meeting, issues that are planned to be discussed at the next plenary meeting of the Senate were discussed in detail, in particular, the Law “On the State Budget of the Republic of Uzbekistan for 2024.”

It was noted that a total of 53.1 trillion soums will be allocated from the State Budget in 2024 for the implementation of state programs and activities adopted in accordance with the resolutions of the President and Government of the Republic of Uzbekistan.

In 2024, it is planned to allocate 1.1 trillion soums from the republican budget to the Ministry of Culture, including 820.4 billion soums for the current expenses of the Ministry, and 280 billion soums for capital investments in design, construction (reconstruction) and equipment of facilities.

It is planned to allocate a total of 149.5 billion soums for the development of the cultural sector.

In particular, 105 billion soums will be allocated for the creation of national film products under state orders, 5 billion soums will be allocated to reimburse part of the expenses of foreign film companies for the production of films on the territory of Uzbekistan, and 7.5 billion soums will be allocated to provide children’s music and art schools and cultural centers with national instruments. soums

In 2024, it is planned to allocate 1.8 trillion soums from the republican budget to the Ministry of Youth Policy and Sports, including 1.3 trillion soums for the current expenses of the Ministry.

It is planned to allocate 980 billion soums to finance government programs in the sports sector.

Also, 250 billion soums are allocated for effective preparation for the Olympic Games, and 41 billion soums for the Paralympic Games.

It is noteworthy that it is planned to expand the implementation of the state youth policy and allocate funds and subsidies in the amount of 150 billion soums from the State budget for further support of youth.

In 2024, it is planned to allocate 213.5 billion soums from the republican budget to the Cultural Heritage Agency, including 183.5 billion soums for the Agency’s current expenses.

It is planned to allocate 131 billion soums to finance government programs in the field of cultural heritage.

It is also planned to allocate funds for the restoration and restoration of cultural heritage sites, as well as for archaeological work in the amount of 125 billion soums, and for strengthening the material and technical base of state museums - in the amount of 6 billion soums.

During the meeting, representatives of the responsible ministries and departments briefly informed about the targeted and effective use of these funds.

After this, we began discussing the Law “On introducing additions and amendments to the Criminal Code of the Republic of Uzbekistan in connection with the further liberalization of criminal liability in relation to minors.”

In particular, it is established that a person who has served a sentence for a crime committed that is not particularly serious, under the age of eighteen, is considered not to have been convicted.

The law also stipulates a reduction in the maximum period of restriction of liberty and imprisonment in relation to minors from six months to one month.

The meeting participants expressed confidence that the approval of this Law will allow hundreds of young people to start their lives anew, find their place, and become the person who will benefit their family, mahalla, and society.

Based on the results of the meeting, the relevant decisions of the Committee were adopted.
