The Law aims to improve efficiency in working with individuals under probation supervision

Tashkent, Uzbekistan (UzDaily.com) —  At the fifty-ninth plenary session of the Senate, the Law "On Amendments and Additions to Articles 206 and 248 of the Code of Administrative Responsibility of the Republic of Uzbekistan" was reviewed.

During the discussion, it was noted that a new system of punishment enforcement, not involving imprisonment, has been created in the country, and effective monitoring of individuals under the supervision of probation units has been established. The Law of the Republic of Uzbekistan "On Probation," adopted on 7 August 2024, marked an important step in this direction.

The probation system is designed to ensure the rights and legal interests of individuals under administrative and probationary supervision, protect their lives and health, and create conditions for their spiritual and physical development. However, despite preventive measures, the number of offenses among these individuals continues to rise, necessitating a review of legal measures.

Statistics show that in 2023, administrative supervision was imposed on 5,529 individuals, and for the first nine months of 2024, this number increased to 5,689. The number of individuals under probation supervision also grew, from 83,763 in 2023 to 86,226 in the first nine months of 2024.

According to the data, in 2023, 4,167 individuals under administrative supervision were first held accountable for violating court-imposed restrictions. In the first nine months of 2024, similar violations were recorded for 3,153 individuals.

Due to the increase in offenses among individuals under probation supervision and to prevent serious crimes, the need arose to grant probation officers additional powers.

The bill introduces amendments to Article 206 of the Code of Administrative Responsibility, where administrative arrest is added in addition to fines. Senior inspectors and probation officers are also granted the right to issue administrative offense reports on-site, which accelerates the response process.

The adoption of this law will enhance the efficiency of working with offenders and improve control over law enforcement among individuals under supervision.

After the discussion, the law was approved by the senators.
