The implementation of programs for the socio-economic development of the territories of Surkhandarya and Khorezm regions was discussed

Tashkent, Uzbekistan (UzDaily.com) -- At the forty-fourth plenary session of the Senate, senators discussed the implementation of programs for the socio-economic development of the territories of Surkhandarya and Khorezm regions.

First, the work carried out on the socio-economic development of the Surkhandarya region was considered.

In particular, in 2022, the volume of gross territorial product amounted to 34.8 trillion soums and increased by 2.4 times compared to 2017, and by 2.2 times per capita. The number of business entities increased almost 2.5 times. In 2022, foreign investments were attracted in the amount of US$250 million (this figure increased 14 times compared to 2017).

It was noted that within the framework of the territorial employment program in January-June of this year, 254.2 thousand people were employed for permanent, temporary and seasonal jobs.

In Khorezm region in 2022, the volume of gross territorial product amounted to 31.9 trillion soums and increased by 2.6 times compared to 2017, and by 2.4 times per capita.

In 2017-2022, more than 8,700 projects worth 22.5 trillion soums were launched as part of investment programs.

During this period, as a result of work on the further development of the tourism sector, 19 large shopping centers, 121 recreation and health centers and other tourist facilities were created, and the number of tourism organizations serving tourists increased 5 times.

During the discussions, the senators, along with the positive work done, focused on the existing shortcomings and problems.

So, due to the fact that measures were not taken in a timely manner, a total of 255 investment projects were not launched in the Surkhandarya region as part of the social and economic development programs in 2021-2023 of Bandikhan, Baysun, Denau, Kizirik, Kumkurgan, Muzrabad, Altynsay, Sariosi, Sherabad and Shurchinsky districts.

As of the first quarter of 2023, the unemployment rate in Khorezm region was 9 percent and remains high.

In some areas, the use of resources allocated to family business development programs remains very low. In particular, in some mahallas of Khanka, Khazarasp, Shavat and Urgench regions, the development of resource funds allocated in January-June of this year amounted to 15-45 percent.

In addition, in the Bagat region, the forecast indicators for the development of direct investments and foreign loans for January-June of this year were fulfilled by 13 percent, in the Khazarasp region - by 38 percent, in the city of Urgench - by 44 percent.

At the meeting, attention was also paid to the execution of revenues and expenditures of the local budget, as well as the processes of the "Initiative budget".

In particular, they spoke about financial errors and shortcomings identified in the course of control activities carried out in connection with the study of the targeted use of funds allocated under the initiative budget activities.

A number of proposals were made to eliminate these shortcomings and problems. Thus, the district (city) Kengashes of people’s deputies were given recommendations to study the issues of creating new jobs, ensuring employment of the population on the basis of the mahallabay system and critically discussing them at sessions.

Based on the results of the discussion, taking into account the opinions and proposals expressed, a corresponding resolution of the Senate was adopted.
