Tashkent, Uzbekistan (UzDaily.com) -- The draft law “On a legal experiment” is up for discussion in Uzbekistan.

Legal experiments are carried out on the basis of:

laws;

resolutions of the chambers of the Oliy Majlis;

decrees and resolutions of the President;

resolutions of the Cabinet of Ministers.

A legal experiment is a study by a body that has the right to adopt normative legal acts of the effectiveness of a normative legal act by temporarily introducing its effect in a certain territory and (or) among a circle of persons.

Stages of conducting a legal experiment:

design and preparation;

conducting a legal experiment;

monitoring the legal experiment and evaluating its results;

implementation of the results of the legal experiment.

The duration of the legal experiment is from 6 months to 3 years.

Within 30 working days after the end of the legal experiment, the responsible body prepares a report on the feasibility or inexpediency of experimental legal norms into generally binding norms. The report must be published in the media and made available to the public.

The authorized body, the President, the Cabinet of Ministers, the Legislative Chamber of the Oliy Majlis, based on the submitted report, make one of the following decisions on:

implementation of a norm adopted as an experimental norm as a generally binding norm;

the inappropriateness of introducing the norm as a generally binding one;

extending the period of the legal experiment;

improving legislation taking into account the results of the legal experiment;

recognition of legal acts as invalid, taking into account the results of the legal experiment.
