As is known, in recent years, to further expand the population’s access to justice, within the framework of the “New Uzbekistan - New Court” principle, important reforms have been carried out aimed at ensuring the priority of human dignity.

In particular, consistent work has been carried out in our country to further improve the judicial and legal system, strengthen measures for reliable protection of the rights and legitimate interests of citizens and entrepreneurs, and effectively ensure justice. As a result of the work carried out, the degree of protection of the rights and legitimate interests of individuals in the administration of justice has moved to a new level.

Also today, by improving the institution of checking the legality, validity and fairness of court decisions, appropriate changes and additions have been made to procedural codes aimed at creating a convenient and simplified procedure for citizens.

In addition, the establishment in the Constitution of the Republic of Uzbekistan in the new edition of the constitutional guarantees of the independent functioning of the judiciary and the non-accountability of judges in specific cases became another important step towards increasing the efficiency of the courts.

In order to fully implement these constitutional guarantees, further strengthen the guarantees of the independence of the judiciary, there is a need to abolish the rule on the provision of information by court chairmen at least once a year to the local Kengashes of people’s deputies, as well as to ensure uniform judicial practice, eliminate some gaps and contradictions in legislation in connection with improving the institution of review of court decisions.

This Law introduces amendments and additions to some legislative acts of the Republic of Uzbekistan, providing for the abolition of the rule on court chairmen providing information to local Kengashes of people’s deputies at least once a year, establishing, in turn, quarterly informing the public by courts about their activities through the media , as well as ensuring uniform judicial practice in connection with improving the institution of review of judicial decisions.

The senators noted that the Law serves to further strengthen guarantees of the independence of the judiciary, create a strong legal basis for the public to regularly receive information about the activities of the courts, prevent the imposition of any duties on judges, not related to the administration of justice and ensuring the transparency of their activities, as well as eliminating some gaps and contradictions in the legislation.
