Tashkent, Uzbekistan (UzDaily.com) -- Kazakhstan and Uzbekistan are united by common historical roots dating back to ancient times, and our peoples are closely intertwined by fraternal ties and spiritual unity.

Our ancestors went through many trials and tribulations together, but we were honored to be witnesses of the formation of Kazakhstan and Uzbekistan as independent states that took their rightful place in the modern world community.

The acquisition of sovereignty, which began in the 90s of the last century, was difficult: the collapse of the USSR, which led to the rupture of established economic ties, became a social shock for our peoples. We went through this time together.

Passing through trials with dignity and patience, a new system of state structure was formed in our countries, declarations of independence were approved, constitutions were adopted.

Many of us happened to be contemporaries of these global changes, to witness the birth of the history of independent Kazakhstan and Uzbekistan.

We are anxious about the symbolic dates of Uzbekistan gaining its independence, and I believe that the brotherly country treats the main historical events related to the formation of sovereign Kazakhstan with the same warm feelings.

Today is a big holiday in Kazakhstan - Constitution Day.

Exactly 28 years ago, on 30 August 1995, the Republican referendum adopted the Basic Law of the country, which became a turning point in the development of our republic.

In history and in world practice, such events have always become important holidays due to their socio-political and historical significance. It was on the basis of the recognition of the Constitution that the people of this or that state were formed, the attributes of independence appeared, and the civil identification of its population proceeded.

The Constitution of Kazakhstan fundamentally fixed that the highest values are a person, his life, rights and freedoms, and social harmony, political stability, economic development for the benefit of the people and the solution of the most important issues of public life by democratic methods were named as the main principles.

This has become a guideline for the movement of our society and state along the path of civilized development in the spirit of the principles of true democracy.

The implementation of these principles in practice is embodied by the President of Kazakhstan, Kassym-Jomart Kemelevich Tokayev, in the concept of a “hearing state” proclaimed by him, which found a great response among the people.

In addition to the basic state values, the Constitution also proclaimed the main political institutions of the country in accordance with the principle of separation of power into legislative, executive and judicial branches, as well as their interaction using a system of checks and balances.

The Constitution of Kazakhstan, having become the fundamental basis for the entire legal system of the whole state, consolidated not only a completely new socio-economic structure of society, but also preserved traditional social values.

It should be noted that the origins of our Constitution began to emerge in the era of the formation of Kazakh statehood, during the writing of the treatises “Kasym khannyn kaska zholy” and the code of laws “Zheti Zhargy”. The law by which they lived during the period of the Kazakh Khanate was quite functional and met all the requirements of both the rulers and the people. It regulated not only social relations, but also described the functions of the state structure.

Thus, Kazakhstan, located since ancient times at the crossroads of the cultural worlds of East and West, is a unique symbiosis of traditions and customs, the way of life of many ethnic groups, which, by the will of fate, ended up in the boundless Kazakh expanses.

In this regard, it was important to enshrine at the constitutional level the principle of non-admission of discrimination based on origin, race, nationality and religious beliefs. This has been a solid basis for the harmonious development of interethnic relations for the past 30 years. Kazakhstan has become a home for representatives of more than a hundred ethnic groups, so interethnic harmony is the most important factor in domestic political stability, without which the sustainable development of the country would be impossible.

The constancy of such important public principles in the Constitution demonstrates the stable obligation of the state to strictly observe them and to suppress their violation in every possible way, which forms the appropriate image of the state in the eyes of the international community.

The large-scale constitutional reform of 2022 has become a manifestation of the true political maturity of Kazakhstani society. The nationwide referendum, which became an important milestone in the history of our country, showed the unity and readiness of the nation for real change. As a result of the reform, the Constitutional Court was recreated, a number of powers were redistributed between the branches of government, and the system for protecting human rights and freedoms was comprehensively strengthened.

This year, a large campaign to modernize the Constitution was also held in Uzbekistan. The introduction of the "Man-Society-State" system, the expansion of guarantees of human rights and the proclamation of the republic as a social state are a big step towards the further liberalization of society.

The referendum held in the country demonstrated the growth of the political consciousness of the Uzbek people and their full support for the reforms carried out under the wise leadership of President Shavkat Miromonovich Mirziyoyev.

I would like to emphasize that the solution of the most significant political issues of the country through a referendum is an indicator of a high level of mutual trust between the state and society. It is gratifying that our countries have reached this high level of development of democratic consciousness.

For us, the people of Kazakhstan, the Constitution Day is a significant historical event, a symbol of the solid foundation of Kazakhstan’s statehood.

It is symbolic that in just a few days Uzbekistan will celebrate an equally important holiday - Independence Day.

Taking this opportunity, I would like to wish the fraternal republic constant progress in achieving the goals set for the benefit of the people of Uzbekistan, and all Uzbeks - prosperity, peace and harmony. May prosperity and prosperity reign in every home!

I sincerely believe that our good-neighbourly allied relations, based on common culture and spiritual unity, will only grow stronger every year.
