Tashkent hosts training on public procurement
Tashkent, Uzbekistan (UzDaily.com) -- A training on international experience on public procurement for trainers of Educational Center under the Ministry of Finance and teachers of other educational establishments will be held in Tashkent on 17-19 October 2012.

The participants will discuss practice of public procurement in Uzbekistan and Turkey, tenders for construction works, goods and service procurement, electronic trade and platform for electronic public procurement at the training.

About 20 teachers of the Educational Center under the Ministry of Finance of Uzbekistan, higher educational institutions, specialists of Treasury of the Ministry of Finance of Uzbekistan are participating at the training, which was organized by the project “Budget System Reform in Uzbekistan”, Ministry of Finance of Uzbekistan and Turkish International Cooperation and Development Agency (TIKA).

Sanjar Babaev, national consultant of the UNDP project “Budget System Reform in Uzbekistan”, said the public procurement system, supplying public sector with necessary goods, services and works, ensures effective work and contributes social-economic development in the country. So, it is necessary to increase its efficiency through complex of measures. They should include improvement of legislation framework in this area, creation of modern management system, protesting and infrastructure of public procurement. Skills of specialists of financial sector should be improved as well and they should familiarize with advanced experience in public procurement.

The training is conducted with the support of international experts from Turkey, namely the head of the department in the Office of Public Procurement Abdullah Korkmaz, as well as senior staff in the Office of Public Procurement Mustafa Kemal Durak and Mustafa Yavuz. Experts will be sharing Turkey’s experience in the tender procedures for the procurement of goods, works and services, the complaints system, public-private partnership in Turkey, as well as the practice of e-procurement. It is expected that the trainees along with the theoretical knowledge will be taught some practical skills on public procurement procedures.

During the training, it is planned to hold video-conferences with regional divisions of the Ministry of Finance, and local specialists will valuable experience and communicate with foreign experts.
