Tashkent hosts roundtable on development of e-commerce
Tashkent, Uzbekistan (UzDaily.com) -- Liberal Democratic Party of Uzbekistan (UzLiDeP) and Committee on information and communication technologies of Legislative Chamber organized a roundtable entitled “Actual tasks of further improving legal base of electronic commerce: in example of the draft law of Uzbekistan “On electronic commerce” in new edition” on 14 October 2014.

MPs of Legislative Chamber, representatives of the Cabinet of Ministers, ministries and departments, Central Bank and commercial banks, business entities, and others participated in the event.

The roundtable was aimed at discussing current state and perspectives of developing electronic commerce and revealing ways of further improving legislative framework, as well as developing recommendation on improving draft law “On electronic commerce”.

During the roundtable, it was noted that Uzbekistan gradually reforms legislative base for informatization and construction of modern telecommunication infrastructure, development of electronic commerce and payments, as well as national segment of Internet.

Uzbekistan also develops public and corporate procurement. It was said that the volume of deals at public procurement reached 417 billion soums in 2013, which helped to save 83 billion soums of budget resources. About 83% of goods and services, supplied within public procurement, fell to share of small businesses.

The participants discussed foreign experience in this area. The attendees considered experience of South Korea, Singapore, Canada and other states.

The participants discussed a draft law “On electronic commerce” in new edition. The draft law sets mechanism of electronic document turnover in electronic commerce, sets rights and responsibilities of the parties.

The draft law sets that the electronic agreements cannot be announced as invalid if it was signed in electronic form.

The participants discussed new norms in the draft law and shared their recommendations and proposals to further improve the document.
