Tashkent company to develop a "Paid Parking" program

Tashkent, Uzbekistan (UzDaily.com) — JSC "Tashkent Investment Company" has organized a tender to develop and upgrade software for managing parking spaces in the capital.

The project aims to create a unified information system to automate the operation of paid parking lots and improve their overall efficiency.

According to the contract terms, the work must be completed within 270 calendar days from the date of signing the agreement.

The initial contract value was set at 8.2 billion soums. Two companies participated in the tender: Russia’s "Intermobility" and Uzbekistan’s "Streetpark Systems." The winner was LLC "Streetpark Systems," which offered to complete the project for 6.78 billion soums, scoring the maximum 100 points. "Intermobility" came in second with 97.9 points. Six out of seven commission members supported the decision, while one abstained.

"Streetpark Systems," registered in November 2024, secured the right to organize paid parking in Tashkent. The company’s principal shareholder, Kudratbek Yakubov, owns 75% of the shares, while Hungarian companies iCell Mobilsoft Zrt and Kasy Park hold 12.5% each. Yakubov also manages other businesses, including "Lider Great Trade" and "Prime Auto Consulting."

It’s worth noting that the results of a previous auction for parking organization were annulled after the winning company failed to fulfill its obligations to sign the land lease agreement. As a result, the company "Balkomuz" lost its deposit of 572 million soums and was banned from participating in auctions for a year.

The idea of introducing paid parking in Tashkent dates back to 2021 as part of the city’s urban transport development concept. Initially, it was proposed that paid parking would reduce congestion on central streets. Parking facilities were planned on ten streets, but the project was expanded by a presidential decision in February 2022.

On October 16, 2024, Tashkent’s khokim Shavkat Umurzakov approved the parking zone tariffs, divided into five categories:
— Zone 1: 12,000 soums per hour
— Zone 2: 10,000 soums per hour
— Zone 3: 8,000 soums per hour
— Zone 4: 6,000 soums per hour
— Zone 5: 5,000 soums per hour

The total area allocated for parking spans 262,800 square meters and covers key districts of the city, including central streets like Amir Temur Avenue, Movarounnahr and Istiqlol streets, as well as Uchtepa, Chilanzar, Sergeli, Yangihayot, Almazar, Shaykhontohur, Bektemir, Mirabad, and Yashnabad districts.

According to the law "On Road Traffic," adopted in January 2024, parking operators may set their own tariffs, provided they comply with the maximum limits approved by the Cabinet of Ministers and Tashkent’s khokimiyat.
