Tashkent and Kazan Agree to Establish Working Group on Legalization of Labor Migration

Tashkent, Uzbekistan (UzDaily.com) — On 14 July 2025, an Uzbek delegation led by Deputy Minister of Foreign Affairs Olimjon Abdullaev held a meeting with the Head of the Republic of Tatarstan, Rustam Minnikhanov, during a working visit to the Volga Federal District.

The talks primarily focused on labor migration, the creation of favorable conditions for Uzbek citizens working in Tatarstan, and the expansion of cooperation in economic, educational, and cultural spheres.

The Rais of Tatarstan emphasized the significant contribution of Uzbek labor migrants to the region’s economic development and reaffirmed the republic's commitment to systematic support aimed at ensuring the legal and social protection of foreign workers. The Uzbek side, in turn, expressed gratitude for the attention given by Tatarstan’s leadership to migration policy and highlighted its interest in the further development of safe, orderly, and legal labor migration.

The two sides discussed promising areas of cooperation, including the development of support mechanisms for migrants through the establishment of information centers and advisory platforms, mutual recognition of professional qualifications, expansion of vocational education programs, activation of economic and investment ties, and the strengthening of humanitarian collaboration through cultural events, academic exchanges, and youth initiatives.

Special attention was given to the importance of direct interregional cooperation between Uzbekistan and Tatarstan, the development of sister-city relations, and the creation of joint business platforms.

Following the meeting, the parties agreed to maintain a regular dialogue and strengthen their partnership to further deepen Uzbek-Russian strategic cooperation. In particular, they reached an agreement to establish a working group tasked with developing practical mechanisms to combat illegal migration and promote the growth of organized labor recruitment from Uzbekistan to Tatarstan. A decision was also made to draft a “road map” for the implementation of the agreements reached.

Additionally, Tatarstan’s Ombudsperson for Human Rights, Saria Saburskaya, agreed to allow the publication of her office’s contact numbers on the website of Uzbekistan’s Consulate General, enabling Uzbek citizens to receive prompt legal assistance.
