Steps towards providing universal access to antiretroviral therapy in Uzbekistan
Tashkent, Uzbekistan (UzDaily.com) -- During the conference “Breaking the Barriers: partnership to fight HIV/AIDS in Europe and Central Asia”, held on February 23-24, 2004 in Dublin city representatives of governments of Europe and Central Asia signed a Declaration on partnership to fight HIV/AIDS in this region.

The main appeal of the Declaration is “provide universal access to effective, affordable and equitable prevention, treatment and care”.

Uzbekistan is at the concentrated stage of HIV epidemic and effective HIV response and ensuring universal access to antiretroviral treatment remains an urgent issue for governmental, non-governmental and international organizations. As of December 1, 2011 the number of registered people, living with HIV in the country made 18772 people. Providing universal access to antiretroviral treatment and care will not only enable people, living with HIV, have a long and quality life, but also significantly reduce the risk of further spread of infection.

In this regard, with the UNDP/Global Fund project’s technical support national clinical protocols on ARV treatment were revised, based on latest recommendations of the World Health Organization on treatment and ensuring universal access to ARV treatment in Eastern Europe and Central Asia. The national protocols are adapted to the conditions of the country and were approved by the Ministry of Health for wide use. These protocols are designed to help solve the issues of integrating treatment and care for HIV-positive persons with the services, aimed to maintain mental health, treatment of major co-infections, reproductive health services and palliative care.

Ensuring universal access to ARVT is one of the priority tasks in the area of HIV response worldwide. Due to effective decentralization of the services and ensuring wider access to treatment services in all of regions of the county, the number of people, receiving ARV treatment within the framework of UNDP/Global Fund project in 2011 increased from 2600 to 3800 people.

Within the framework of UNDP/GF project implementation further support to providing universal access to treatment in the country is planned. As a result of allocating additional funds to antiretroviral drugs procurement and attraction of additional donor funds, 6000 people will be able to receive ARV treatment by the end of 2012.
