State Tax Committee proposes to introduce mandatory declaration of income and assets of tax officials

Tashkent, Uzbekistan (UzDaily.com) -- The State Tax Committee of Uzbekistan has developed a draft regulatory legal act providing for the establishment of a mandatory requirement for the annual submission of income and asset declarations by tax officials.

So, the document envisages the submission of declarations of assets and income for 2020 by employees of the entire vertical of the tax service by 1 September 2021, with subsequent annual declaration by 1 April.

In addition, appropriate amendments to the Law of the Republic of Uzbekistan "On State Tax Service" will be developed, stipulation the introduction of the requirement for the submission of declarations to all employees of the tax authorities and the establishment of liability for violation of this requirement.

Now, each employee of the tax service will be required to fill out a declaration, in which it is necessary to indicate information about the available movable and immovable property, other assets, as well as the received total income for the reporting year.

It is proposed that the information obtained through the processing of declarations will be placed in the public domain on a special website ochiq.soliq uz, taking into account the requirements of the legislation on personal data.

So, for example, in the case of real estate, information on the type, general quadrature and location of the object is subject to mandatory publication. Vehicle information will include the brand, model and year of manufacture.

For us, public confidence in the state tax authorities is of paramount importance. This year we have already introduced a compulsory open competitive selection for employment in the tax service.

Mandatory declaration of property and income is a logical continuation of the ongoing reforms in the tax authorities, another concrete practical step towards increasing transparency and preventing corruption among employees. We must not leave an opportunity for “dishonest” employees to be found in the system, there is no place for them in our ranks!

In total, 10.3 thousand employees work in the system of tax authorities today, most of whom are young people. From the very first days of their professional activity, we must give them a "vaccine of honesty" and prevent corruption at all stages of their service in the tax authorities.
