State Tax Committee holds seminar for businesses in Tashkent
Tashkent, Uzbekistan (UzDaily.com) -- State Tax Committee of Uzbekistan held a demonstrative seminar at UzExpoCenter in Tashkent city.

The event is aimed at informing population and businesses on opportunities, created for businesses by the Uzbek President and Government, favourable conditions and preferences, provided by recently adopted two presidential decrees.

President of Uzbekistan signed a decree “On measures on cardinal decreasing statistics, tax, financial reporting, licensing type of businesses and permission procedures”. The decree introduced several preferences for small businesses and entrepreneurs. From third quarter of 2012, two forms of financial reporting – report on movement of fixed assets and certificate on debit and credit debts - were abolished for large enterprises. Small firms will also stop to submit certificate on debit and credit debts.

Besides, the president abolished 50 other types of reports from July 2012 and 80 permission procedures and 11 licensed types of activities.

From 2013, the periodicity of 12 types of tax and 11 statistic reports will be changed from 2013 and 12 types of statistic and 20 other types of reports from the third quarter of 2012.

Currently, microfrims and small enterprises submit calculations on single tax payment and VAT each quarter, from 1 January 2013 all business entities will have such right.

At the same time, report on tax for use of water resources based on sum of tax is submitted each month or quarter. From 2013, it will be submitted once a year. Report on tax for property of legal entity also will be submitted once year.

Besides, from 1 January 2013 Uzbekistan unites 11 tax reports and other data to cure their number to five.

In particular, income tax will be united with tax on accomplishment and development of social infrastructure, single social tax with insurance fees of the citizens with off-budget Pension Fund. It is also planned unite form of reports on mandatory payments to off-budget Pension Fund, Road Fund and Fund for capital construction and equipment of education and healthcare institutions.

At the same time, licenses on four types of activities will be issued for unlimited term and 10 licensing activities will be united and decreased to six.

For example, license for publishing activity, license for expertise of construction projects, activity on production of architecture and town construction documents will be issued for unlimited term.

From 1 January 2013, Uzbekistan abolishes monthly submission of tax report on all taxes and mandatory payments, besides VAT. The microfirms will also submit statistics reports once a year. At the same time, the statistics body will carry out selective inspection of selected directions and spheres.

The decree also ordered to introduce electronic system on submitting statistics, tax and financial reports by the end of 2014.

On 18 July 2012, the President of Uzbekistan signed another decree “On measures on further cardinal improvement of business environment and proving more freedom to entrepreneurship”.

In line with the decree, from 1 August 2012, it is planned to introduce 22 concrete norms and measures, directed at further improving conditions for entrepreneurship activities.

In particular, the issue of digital signature by Registration Center under the State Tax Committee was decreased from 20% to 10% of the minimal size of the salary.

From 1 January 2013, the business entities have right to pay taxes and mandatory payments via Internet Banking and electronically declare goods at customs registration of products, register owners right to property, etc.

It is expected that the seminar will attract 10,000 businesses and foreign guests. The seminar will be held within five days.

The seminar presented stands of the State Tax Committee, State Statistics Committee, State Customs Committee, Justice Ministry, and others.
