Sergei Zakuraev was born in Stavropol in 1974. In 1995, he graduated Stavropol Higher Aviation-Engineering College and continued education at the National Economy Academy under the Russian Government and received MBA degree in 2003.

In 1999, he started management career at StavTeleSot and created Directions of sales, marketing, client service, product development and PR directions were created under his management.

From July 2003, Zakuraev has been working at VimpelCom system at various positions. In October 2008, Sergei Zakuraev worked at commercial director of JSV GTel-Mobile, joint venture of VimpelCom and GTel. He created commercial direction of the company from scrap.
