Senate to hold plenary session on 4 August

Tashkent, Uzbekistan (UzDaily.com) -- On 1 August this year, a regular meeting of the Kengash of the Senate of the Oliy Majlis was held. It was conducted by the Chairman of the Senate Tanzila Narbayeva.

At the meeting, a resolution was adopted to convene the forty-third plenary session of the Senate on 4 August 2023.

It was noted that at the plenary session, which will be held in the form of videoconferencing, it is planned to discuss a number of laws and issues.

Among them are the laws “On the safety of hydraulic structures”, “On introducing amendments and additions to the Criminal Procedure Code of the Republic of Uzbekistan in connection with the improvement of the institute for verifying the legality, validity and fairness of court decisions”, “On introducing additions and amendments to some legislative acts of the Republic of Uzbekistan aimed at improving the system of licensing and licensing procedures in the field of circulation of crypto-assets”.

It is also planned to consider the laws “On Amendments to Article 31 of the Law of the Republic of Uzbekistan “On Advocacy”, “On Amendments and Additions to the Law of the Republic of Uzbekistan “On Volunteer Activities”, “On Amendments and Amendments to Article 43 of the Law of the Republic of Uzbekistan “On Protection and use of wildlife”, “On amendments to the Law of the Republic of Uzbekistan “On veterinary”.

In addition, the results of a parliamentary request sent to the Cabinet of Ministers on cleaning up riverbeds and strengthening their banks, the negative impact of mining of non-metallic minerals on environmental, water and road facilities will be discussed.

Also at the meeting of the Kengash, issues of rational use of water resources were discussed. It was noted that thanks to the reforms carried out in the field of economical use of water resources, today water consumption has decreased by an average of 51 billion cubic meters. m from 64 billion cubic meters. m per year compared to the 90s of the last century. Also, if earlier on average 16,000 cubic meters of water were used per hectare of irrigated land, now this figure has been reduced to 10,000 cubic meters. Mechanisms have been introduced to stimulate the introduction of water-saving technologies in agriculture.

However, along with the positive results achieved in this area, there are still a number of problems that need to be addressed. In particular, about 90 percent of fresh water produced in our country is used in agriculture, and water consumption per hectare is 2-2.5 times higher than in technologically developed countries. Due to failures in irrigation systems, there are significant losses in the supply of water to cultivated land.

In order to take measures to eliminate the problem that has arisen, at the initiative of the Senate, a working group has been formed from among representatives of the Academy of Sciences of the Republic of Uzbekistan, ministries and departments related to water management, agriculture and other areas, and the general public.

The working group has developed a comprehensive action plan for the protection of water resources, their rational and efficient use, improvement of water management mechanisms, which covers problems in all areas and industries and measures to address them.

After discussions on this issue, a corresponding resolution of the Kengash of the Senate was adopted.

After that, the members of the Kengash discussed issues of further improving the effectiveness of parliamentary control over the implementation of tasks related to the socio-economic development of Andijan, Namangan and Ferghana regions, as well as studying the state of ongoing work in preparation for the autumn-winter season 2023-2024 in the regions.
