Senate heard information on the state of compliance in Uzbekistan with international human rights obligations

Tashkent, Uzbekistan (UzDaily.com) -- At the fifty-second plenary meeting of the Senate, information was heard from the director of the National Center for Human Rights on the state of compliance with international human rights obligations in Uzbekistan.

It was noted that with the adoption of the updated Constitution of Uzbekistan at a national referendum in 2023, a new legislative framework was created to improve mechanisms for the protection of human rights in accordance with advanced international standards.

The National Commission on Combating Trafficking in Persons and Forced Labor has been transformed into the National Commission on Combating Trafficking in Persons and Decent Work, and the Institute of National Rapporteur on these issues has been established.

In order to effectively implement the Convention on the Rights of Persons with Disabilities, only during 2023, 2 presidential decrees and 3 resolutions of the Cabinet of Ministers were adopted, aimed at creating the necessary conditions for people with disabilities.

Uzbekistan’s participation in the work of the UN World Education Program for Human Rights has intensified. The National Human Rights Education Program was approved by the Decree of the President of the country from 7 February 2023.

The Law “On amendments and additions to certain legislative acts of the Republic of Uzbekistan in connection with further improvement of the system of reliable protection of the rights, freedoms and legitimate interests of women and children” came into force, which raised work to protect the rights of women and children and strengthen standards responsibility for committing unlawful acts against them, as well as domestic violence.

At the same time, at the meeting, based on the studies conducted, a number of problems were identified related to the effectiveness of the implementation of international standards in the field of human rights.

Thus, the senators expressed concern about the situation in ensuring the environmental rights of citizens, especially in the capital of the country. In addition, the need to improve mechanisms for protecting children from various forms of violence, as well as increasing the responsibility of parents, educational institutions and other authorities in this direction, was noted.

Concern was emphasized about the lag in the development and adoption of a number of bills defined by the “Road Map” for the implementation of the National Strategy of the Republic of Uzbekistan in the field of human rights.

Following a comprehensive discussion, a Senate resolution was adopted, according to which joint work with relevant ministries and departments is planned in order to unconditionally fulfill Uzbekistan’s international obligations in the field of human rights.
