The Council of SCO Heads of States is the highest body of the SCO. The council determines priorities and develops main directions of the SCO activities, decides principle issues of international functioning, interaction with member states and other states and organizations, determines position on actual international issues.
The main topic of the upcoming summit will be analyses of the SCO activity for past 10 years and determine perspectives of further developing the organization. It is also planned that the summit is planning to discuss wide-range of issues related to modern situation in the world and the region.
It is expected that Astana declaration of the SCO’s 10th anniversary will be adopted after the event.
After the summit, China will assume the SCO rotating presidency from Kazakhstan for one year.
