Before the meeting Russian President Dmitry Medvedev met each of the participants in the lobby at the big hall. Chinese President Hu Jintao was the first to arrive, then came the presidents of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Medvedev shook hands with them, briefly spoke to each of them and then offered to enter the hall.

In the big hall the SCO leaders occupied their places at the table and started the discussion of the agenda.
