Requirements of targeted use of state budget resources is strengthening
Tashkent, Uzbekistan (UzDaily.com) -- The committees of the Legislative Chamber of Oliy Majlis held sessions on 17-19 September 2013 to discuss execution of the state budget in the first half of 2013. Deputy Finance Minister Mubin Mirzayev presented a report on implementation of the state budget in the reporting period.

During the sessions, it was said that the economy of Uzbekistan rose 8% in the first half of 2013, industrial production – 8.2%, construction works – 16.1%. Production of consumer goods increased by 14.4%, retail trade turnover – 14.6%, paid services – 12.1%. In the first half of 2013, production of machinery and metal processing rose by 23%, light industry – 15.1%, construction materials – 11.9%, chemical and oil-gas industry (5.3%) and food industry – 7.1%.

It was said about 59.1% of expenses were directed to social sector – financing of education institutions and their development. The budget directed 4.381 trillion soums to this purpose.

This year, English language will be taught from the first class and it is planned to direct 29.2 billion soums to finance work of English language teachers in rural areas. About 32.6 billion soums will be directed to provide books and clothes to children of low income families. Over 5.6 billion soums were issued to repair and equipment of 64 children centers Barkamol Avlod.

In the first half of 2013, it was planned to reconstruct, repair and equip 281 general schools, 159 academic lyceums and professional colleges due to resources of the Fund for reconstruction, capital repair and equipment of educational institutions.

Expenses for development of culture, sports and mass media exceeded 121.8 billion soums or 1.6% of all expenses to social sphere. Expenses to science made up 62.3 billion soums in the first half of 2013, which rose by 25.4% year-on-year.

The sessions also noted that 2,958 of 3,389 institutions of the public education system or 87.3% of inspected establishments illegally used 6.4 billion soums. About 88.2% of the institutions of the Center of secondary special and professional education or 441 establishments made mistakes, which resulted in loss of 3.5 billion soums. Illegal expenses for 3.2 billion soums were illegally used at 394 institutions.

In the first half of 2013, Uzbekistan allocated 350 billion soums to construction and reconstruction of automobile roads of National highway. Republican Road Fund directed 292.5 billion soums to road constructions and Uzbekistan attracted foreign loans for 57.4 billion soums.

Uzbekistan completed construction and reconstruction of 219.7 km of roads, including 15 km road Tashkent-Osh, 8 km of road “Tashkent Bypass road”, 100 km of Guzar-Bukhara-Nukus-Beinau.

Microcreditbank issued over 13 billion soums to organize and develop infrastructure in construction and service sectors.

Two projects on production of automobile cylinders, rebar and plastic products have been launched at Navoi free industrial and economic zone.

In January-June 2013, some 15,800 small businesses were created in Uzbekistan. About 28.2% of small businesses were created in industry, 26.8% - trade and public, 9.6% - construction. Number of operating small businesses grew by 4.6% compared to the same period of 2012.

At the sessions, the participants also considered shortages. Republican Road Fund financed 137 billion soums in line with the agreements with contractors, while the contractors used only 75.9 billion soums. The inspections of the contractors revealed shortages and mistakes for 9.2 billion soums.

About 670.1 billion soums of budget resources were issued to organizations of the Ministry of Agriculture and Water Management of Uzbekistan. In the first half of 2013, about 44.8 billion soums were directed to land reclamation and 499.3 km of open collectors were constructed and commissioned. Uzbekistan also commissioned 25.4 km of closed drainage systems, 1 land reclamation pump station, 20 vertical drainage wells, 18 large hydro facilities and 814 wells.

In the result of adopted measures, Uzbekistan harvested over 7.6 million tonnes of grain. It was said that Uzbekistan will improve land conditions at 264,000 hectares.

At the end of the sessions, the committees adopted corresponding decisions on execution of the state budget in the first half of 2013.
