Regulations for recognizing persons as unemployed have been approved

Tashkent, Uzbekistan (UzDaily.com) -- By order of the Minister of Employment and Poverty Reduction, the Regulations on the provision of electronic public services for recognizing persons as unemployed and assigning them unemployment benefits were approved, Norma reports.

The public service is provided by district and city divisions of the Ministry of Employment and Poverty Reduction through my.gov.uz.

The application form completed by the applicant is automatically sent to the local labor authority at the place of permanent or temporary residence through my.gov.uz. The application is reviewed within one day from the date of receipt, and a notification is sent about registration.

The unemployed person must then approach the local labor authority or an employee of the local labor authority within three days to receive an offer of suitable work.

The local labor authority sends the applicant a notification with a QR code that a decision has been made to recognize the applicant as unemployed and assign him unemployment benefits or to refuse it.

According to Article 45 of the Law “On Employment,” the following cannot be recognized as unemployed:

persons who twice refused, without good reason, an offer of suitable work within ten days from the date of registration as a job seeker;

persons who fail to appear at the local labor authority within ten days from the date of registration as a job seeker without good reason;

persons studying off-the-job in educational institutions and organizations, with the exception of those studying via correspondence courses;

persons who have acquired the right to pension provision in accordance with the law (regardless of the type of pension);

unemployed women caring for a child until he or she reaches two years of age;

persons wishing to change jobs, but at the time of registration with local labor authorities, working or on staff of organizations, regardless of their legal form;

those sentenced by a court to punishment in the form of imprisonment or correctional labor;

heads and workers of farms, participants in family enterprises, heads and members of dekhkan farms, as well as individual entrepreneurs;

self-employed persons.
