Putting land plots up for auction to be simplified in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev got acquainted with the presentation of proposals to simplify the sale of land plots at auction.

In developed countries, land is one of the most valuable assets. In recent years, as a result of transparency and competition in this area, land plots have become a market asset in our country as well. To this end, on 15 November 2021, the Law “On the Privatization of Non-Agricultural Land Plots” was adopted. The resolution of the Cabinet of Ministers from 14 February 2022 determined measures to implement the law. Since then, that is, in February-October 2022, 48,000 land plots have been put up for auction through the Yerelektron information system for entrepreneurial and urban planning activities. A positive opinion was given on the privatization of about 5,000 land plots that are in use by legal entities and individuals.

At the same time, the analysis of the sphere showed that this system has some drawbacks. For example, more than 12,000 sites offered for auction turned out to be located on agricultural land or protected areas. Since vacant land plots are entered into the "Yerelektron" information system only by construction departments, the search for all vacant plots is limited. In this regard, at the presentation it was proposed to establish joint work of the territorial departments of construction and cadastral authorities in this direction.

Another problem that causes difficulties in practice is the complexity of the process of putting the land up for auction. It currently consists of 13 stages, 48 working days for the acquisition of land with the right to lease, and 74 working days for the right of ownership. In this regard, the possibility of reducing the stages of putting up land for sale to 8, and the terms - to 16 and 22 working days, respectively, was noted.

The lack of a master plan in some urban-type settlements also slows down work. Therefore, it is proposed to put up land plots in such settlements for auction on the basis of a master plan in agreement with the territorial council for architecture and urban planning.

Small industrial zones have well-defined boundaries. Therefore, the land in them should be provided to entrepreneurs in a simplified manner in accordance with the lots provided for by the master plan, it was emphasized at the presentation.

For the population, this is a good opportunity to privatize land that they have been using for a long time. Currently, the fee for this service is 20 times the annual land tax. According to the instruction given by the President during an open dialogue with entrepreneurs, this amount is set at 10 times the amount in the cities of Tashkent, Nukus and regional centers, and in other regions - at 5 times the land tax.

The head of our state approved the proposed measures and gave additional instructions to simplify access for the population and entrepreneurs to land resources, and organize efficient land use.
