Public oversight in state procurement system to be strengthened

Tashkent, Uzbekistan (UzDaily.com) -- President’s Resolution “On measures to improve the system of state procurements and stimulate the participation of small business entities" has been adopted.

According to the Resolution, starting from 1 September 2024, in cases of price equality and other conditions during state procurements through the electronic store, priority will be given to proposals from small business entities that have ensured employment for persons with disabilities, women, and youth based on one of the established criteria.

From 1 September 2024 to 31 December 2025, a portion of expenses up to 50 percent will be reimbursed for equipment insurance, as well as certification of raw materials and materials imported within the framework of projects developed with the assistance of small business support centers, not exceeding thirty times of the basic estimated value (10,200,000 soums).

Starting from 1 October 2024, to further improve the state procurement system and strengthen public oversight in this system, public discussion of direct contracts by government customers will be conducted before their conclusion for at least one working day, and protocols resulting from tender procedures will be published for at least two working days on a special information portal for state procurements.

According to the Resolution: decisions of supervisory boards of economic societies, in which the state share in the charter capital is 50 percent or more, as well as economic societies under their control, on approval of annual and quarterly plans-schedules of state procurements, and lists of planned imports of goods (works, services) will be disclosed as an important fact;

a possibility will be created on the special information portal for state procurements for legal entities wishing to establish cooperative relationships through localization of goods necessary for the production activities of corporate customers to submit their proposals.

By 1 October 2024, a separate section will be introduced on the special information portal for state procurements openly presenting to the public prices for goods (works, services), including by types, formed as a result of state procurements conducted by government customers, and state customers will be able to form their initial cost using this section.

By 1 December 2024, mobile applications for the state procurement system will be developed.

Each year, competitions will be held in the field of state procurements for "Most Active Entrepreneur" and "Best Customer," with deadlines for submissions by April 1 of the following year.
