Public administration in the field of urban planning is being improved

Tashkent, Uzbekistan (UzDaily.com) - Presidential Resolution “On measures to further improve the public administration system in the field of urban planning activities and approval of programs for the development of urban planning documentation for settlements in 2023-2027” was adopted.

The following levels of documents being developed on urban planning of territories have been established:

at the first level, a General Planning Scheme for the development of the territory of Uzbekistan, planning schemes for the development of the territories of Karakalpakstan and regions, as well as a Strategy for the development of agglomerations based on the integration of cities (villages) and suburban areas are being developed;

at the second level, master plans for cities (settlements) are developed based on the integration of cities (settlements) and suburban areas, as well as schemes for urban development of territories of rural settlements;

at the third level, master plans or detailed planning projects are developed.

Under the Ministry of Construction and Housing and Communal Services, a Republican Center for Urbanization and Development of Urban Planning Documentation in the form of a state institution will be created. Its tasks are:

determining the actual state of the territories, performing the customer’s functions in developing urban planning documentation for settlements;

development of general approaches, criteria and methodology for the preparation, approval and use of urban planning documentation for settlements;

maintaining the State Urban Development Cadastre;

maintaining and performing the functions of the operator of the Interdepartmental geoinformation software complex “State Urban Planning Geoinformation System”.

This year, up to 115 billion soums will be spent on developing master plans for cities and towns, as well as schemes for rural settlements.

Before 1 January 2024, the Urban Planning Geographic Information System (hereinafter referred to as the System) will be launched, providing for:

the possibility of 3D visualization and comprehensive analysis of all types of socio-economic data of territories;

division of territories into zones of conservation, reconstruction and renovation, creation of “digital twins” of settlements by placing geospatial data;

digitalization of the processes of public examination of general plans;

complete digitalization of the processes for issuing construction permits.

From 1 July 2024:

The System must contain the developed urban planning documentation of all settlements and design documentation of objects, as well as data on their approval and changes;

the allocation and sale of land plots through an auction are carried out exclusively after information about the territories in which they are located is entered into the System.

By 1 July 2024, an electronic platform “Mening Hududim” will be developed, envisaging:

creation of a personal account of ministries and departments, entering in digital format information related to their activities, in the context of mahallas;

studying public opinion and voting in the development of urban planning documentation and master plans for settlements;

introduction of a system reflecting the initiatives of the local population and business entities related to urban planning and business activities in the territories.

From 1 November 2023, the Ministry of Construction, together with universities, will conduct training sessions for the heads of local khokimiyats and territorial organizations aimed at increasing knowledge in the field of urban planning.
