Protection of women’s rights: international and national mechanisms

Tashkent, Uzbekistan (UzDaily.com) -- On 6-7 September, training courses on the topic: “Protection of women’s rights: international and national mechanisms” were held at the National Center for Human Rights of the Republic of Uzbekistan. The training courses were organized jointly with the Republican Center for Rehabilitation and Adaptation of Women.

First Deputy Speaker of the Legislative Chamber of the Oliy Majlis, Director of the National Center of the Republic of Uzbekistan for Human Rights, academician Akmal Saidov introduced the participants to the main goals and objectives of the training courses. In the speech of President Shavkat Mirziyoyev at the ceremony dedicated to the thirty-second anniversary of the independence of the Republic of Uzbekistan, the need to create equal opportunities for women in all spheres of society was noted.

In the context of today’s intense and complex globalization processes, the sphere of respect for women’s rights, as an integral part of human rights, is also of concern to the world community. It is known that the Convention on the Elimination of All Forms of Discrimination against Women was adopted by the UN General Assembly on 18 December 1979.

Uzbekistan acceded to this Convention on 6 May 1995. The sixth periodic report of Uzbekistan on the implementation of the Convention was considered at the 81st session of the UN Committee on the Elimination of All Forms of Discrimination against Women, held on 15-16 February 2022.

Uzbekistan has created a national system for protecting women’s rights, which consists of six areas. Firstly, the necessary legal framework has been created in this regard; secondly, the foundation of the institutional system is laid; thirdly, certain educational activities have begun; fourthly, monitoring of the implementation of laws related to the industry is carried out; fifthly, the capabilities of civil society institutions are effectively used; sixthly, international cooperation in the field of protecting women’s rights is consistently carried out.

In our country, the issue of gender equality has risen to the level of state policy, and these important issues are reflected in the Uzbekistan-2030 strategy. Also, the strategy for achieving gender equality in the Republic of Uzbekistan by 2030 identifies important measures to end violence against women.

In subsequent years, in accordance with the National Strategy of the Republic of Uzbekistan on Human Rights, a number of legal documents were adopted aimed at protecting women, ensuring their rights and legitimate interests, intolerance to oppression and violence against women in society. As part of the implementation of the UN Sustainable Development Goals until 2030, Uzbekistan has developed and is consistently implementing 9 goals aimed at ensuring gender equality and expanding the rights of all women.

The training course was attended by the directors of the Republican Center for Rehabilitation and Adaptation of Women, its regional branches and exemplary interdistrict centers, as well as lawyers - a total of 50 students. The classes were held within the framework of the National Human Rights Education Program, approved by the Decree of the President of Uzbekistan from 7 February 2023.

In this regard, the main attention was focused on the further development of practical skills of managers and staff of women’s rehabilitation and adaptation centers in the application of the legal framework for the protection of women’s rights based on international practice and national experience, taking into account the recommendations of the UN statutory bodies and treaty committees. In offline and online learning:

• the essence of international standards in the field of human rights and their significance for the national legal system of the country;

• Legal basis for the protection of women’s rights: international and national mechanisms

• measures taken to eliminate harassment and violence against women, preventive work with perpetrators of violence

•measures to assist women victims of oppression and violence and to bring perpetrators to justice;

•ensuring gender equality, increasing the audience’s knowledge of international and national experience.

Experts from the National Center for Human Rights of the Republic of Uzbekistan, the National Agency for Social Protection under the President of the Republic of Uzbekistan, and the Republican Center for Rehabilitation and Adaptation of Women made presentations on these topics. Specialists from the Supreme Court of the Republic of Uzbekistan, the Committee for Family and Women’s Affairs, the Institute of State and Law of the Academy of Sciences, and the Ministry of Poverty Alleviation and Employment also spoke to the audience.

Based on the results of the training courses, psychological and pedagogical trainings and practical classes on the provision of legal consulting services were organized.
