President signs law “On normative-legal acts”
Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov signed a law “On normative-legal acts” in new edition on 24 December 2012.

Legislative Chamber of Oliy Majlis of Uzbekistan passed the law on 1 November 2012 and Senate approved it on 5 December 2012. The law came into force on 25 December 2012.

The law consists of seven chapters and 44 articles. The main aim of the law is to determine notion and types of normative-legal acts, set requirements on preparation and content of the documents, as well as to ensure their execution.

The document said that normative-legal acts are official documents, which were adopted in line with the law, directed at setting, changing or abolishing legal norms as general state orders.

According to the document, Oliy Majlis, President, Cabinet of Ministers, ministries, state committees and department, local state bodies and their officials can adopt the normative-legal act.

The law bans structural divisions and territorial bodies of ministries, state committees and departments to adopt normative-legal documents.

The developers of draft laws now should prepare analytical comparative tables, which should show corresponding norms of international documents and legislation of foreign states, legislation of Uzbekistan, as well as well-grounded proposals on use of corresponding international experience in conditions of Uzbekistan.

The draft law, submitted without comparative tables, will not be considered. Normative-document acts, adopted by ministries, state committees and departments, have higher legal force compared to other documents, adopted by other ministries, state committees and departments, if the body is authorized to regulate the sector.

Normative-legal acts of ministries, state committees and departments, which were not registered, cannot serve as foundation for legal regulation of corresponding relations and it does not bear any legal consequences.

Normative-legal acts should be published in published in official editions. Nobody cannot be condemned, punished and stripped of property or other rights based on law, which was not published officially.

Electronic versions of text of normative-legal acts of ministries, state committees, departments and state bodies should be published at their official websites. Cabinet of Ministers of Uzbekistan sets order of publishing of normative acts of ministries, state committees and state bodies.

Publication of normative-legal acts is mandatory for their execution.
